I am in H1-B and leaving the company who sponsored me to join another company. What are the processes for it. Do we have to go through all the process from applying for LCA and then I-129?

Did you talk to your new company about transferring your H1B? They are the ones who should take care of this process. However, they may ask you to cover all cost even if they are willing to do all paper process.

A H1B transfer is effectively and new H1B Application but u won't be Counted Against the cap if you are Already Counted Against the cap. Yes, u have to file new LCA and I129 for this purpose..

There are certain fees which an employer has to  absolutely bear it and there is no exception for it..
